Sure you could make some, but I don't think they are an off the shelf item or a bunch of people would use them as winter rims...

The Spec-C in Japan comes on steelies. I'm pretty sure Subaru has 4 of them lying around.

That's most likely the new Toyota/Lexus hybrid. Not sure what the wing is about, but the car is way too high.
