I am currently using Cobb's VF39 OTS map for California 91 craptane. Last time I did a datalog on it, max boost was somewhere around 14.5, less than the target of 16 +/- 0.7 (15.3 LSL), and I heard that could be attributed to the stock catback as well as the higher elevation?

You will really need to at least install a fuel pump. The stock fuel pump simply can't keep up with the flow demands on that turbo. The solenoid or MBC will greatly help with response and overall performance but its not 100% necessary for a safe tune. The fuel pump is.
