There is a plugin to display the kanji and kana of japanese text. It comes with IE, although you have to specially install it off the Windows CD (XP for sure, probably 2000 as well. Don't know about 98 or 95).

If you would like the site to be translated into english, try Altavista's babelfish translator service, its pretty decent. But just beware of the inherient limitations of computed translations, it may not make sense at all
