Moment of Inertia is I = k * M * R^2
constant K = 1 solid ring
so there for decreasing the mass of a 22.5 pound rim by 2.5 pounds has the same affect on our moment of inertia as going down to a 16". those rims i listed actually weight 13.5 lbs so to beat their moment of inertia you'll need to find a 17 that weights less then 12 pounds.

BTW did you know you can fit 14" rims over rear 2003 WRX brakes?  [think 13's might fit, but haven't checked]

Lot's of good wide summer performance tires only come in 17"+ sizes. As soon as Bridgestone makes an RE01R in 285/50/15, the autocrossers will be all over smaller rims.
