From my understanding, it's not the external dump that makes the spool better (though I guess having a cleaner downpipe due to not having the internal wastegate plumbing might help). It's that the EWG's are just bigger/higher quality wastegates that flow better. Basically, with a better wastegate you can delay longer before opening it and still hit the target boost w/o spiking, thus improving spool up time.
