The NV program is more effective because people that want to bypass smog are going to do it anyways, and most modern cars will self-diagnose issues pretty easily. CA is a much more expensive process for the shops, which makes it more expensive for the residents, and criminalizes minor mods that often increase efficiency.

Good points, but I know plenty of people in CA that give up and simply don't mod their car due to the stricter emissions testing and cop stops. I feel like it's a safer bet to go catless and run an intake in Reno than it is in Sac, for example.
