Neither of those things absolve Alex from his responsibility to follow through with promptly sending back the item he was refunded for. Two wrongs don't make a right, etc.
If Alex is going to harangue the guy then not send back the item, not only is he just as bad as the seller for the delay itself, he's also a hypocrite for making a stink about it.
Granted, I don't really know the details of how this went down, but from what I've heard so far, I wouldn't do business with either Alex
or the other dude.
