I'm sure Art's got all kinds of info for ya... he's an insurance agent (and several board members are his clients, me included).
It sounds like your mom is overreacting a bit. Basically, you'll either be able to afford the insurance, or you won't. Flipping out isn't going to make the situation better... I'm sure when the ticket comes, and when the next insurance bill has to get paid, you'll fully understand why you shouldn't be speeding on a provisional license. Especially if you have to sell the car.
I'm not up on all the laws and such... but I wonder if going before the judge and asking for a reduced sentence might help. I know in CA you can go to traffic school and avoid having the insurance company find out about the ticket... not quite sure that's the case in NV, but there might be something the judge can do. Just use that "winning charm" that you're always annoying us with at the meets.
And of course there's always the chance that the cop won't show to the court, in which case you're off free.
