I would love to know which companies don't raise your rate unless you get 2 tickets.
Almost ALL insurance companies provide a Good Driver discount. This means ticket and accident free. If you get even 1 ticket, you loose this discount. This means even one ticket and your policy goes up. There might be companies that do not surcharge your first incident, that could be the only thing I could think of.
His only hope is to get it removed. With his age, year of that car, and with a speeding ticket...I think you would all be very surprised the amount it can raise.
