OK, you got me, sort of. When you buy in the state you are registering it, you pay tax absed on where you bought it, if you buy it from out of state, you pay no tax to that state, and the DMV charges you tax when you register it in NV, and probably goes by the county it is registered in, not the county of the DMV office you go to.
If you plan to drive a vehicle back from another state, you need temporary use permits, or theoretically, if a cop pulls you over, he could drag you in and make you pay tax for that state. To avoid all that, Sac dealers will often deliver to Boomtown, where you take legal posession in NV, and the car comes up the hill on dealer plates, or a flat bed.
