Whoever said that? Smooth is fast, but approriate early/late apexes will destroy a geometrically smooth lap. optimized slip angles are good also...
It would be interersting to watch it's laps at Sears. Does it throw away the exit of turn 3 to optimize 3a. Does it use every inch of the approriate berms, sometimes helping you rotate like turn 7. And does it almost drive accross the infield to maximize the exit of 11?

It drives along the pre-set line that every AI car attempts to follow like an Amtrack train. So, if they programmed that line into the game, that's how it drives... to a fault. For example, the AI exists a corner with a run on someone down a long straight... but instead of leaving the optimal line for the easy pass, it slows down to get back on line... or just rams into the side of your car if you happen to be the slower car.
