Yeah, if you order in person at the DMV, the old plates are surrendered immediately and the new get mailed straight to you. It can take up to a month. You can also order plates by mail, but they get shipped to the DMV (again, in about a month), and then the DMV mails you notification that they are in. Then you have to pick them up in person and surrender your old plates.

I did the latter because I wanted to a) put off having to sit in the DMV, and b) not be plate-less for a month.
All I know is that when I tried to order my '82 style plates, I never got anything, no notification, no phone call, no nothing. I guess when you tell the person "I need to change my address" they think you mean "I need to change my address on my titles, drivers license, and everything else, except for my mailing address because I'd like to make sure you can't send me stuff like license plates."
