Yeah, it says that they will deny coverage of any vehicle that is going to be driven competitively inside a facility designed for racing. The "for the purpose of" part refers to the car, not the track.
The catch is that one could argue that the phrase, "practicing or preparing for any prearranged or organized or speed contest," would apply to non-timed events under the assumption that you are attending such an event to gain experience for competitive events. Which would be true for most of us, wouldn't it?
Interestingly, it could also be argued that our autocross course at Stead is not a facility designed for racing - it's an airfield.
