Why not?
The official story is that it was to celebrate the 10th year of the Espace and the 1994 Williams-Renault F1 Constructors Championship. I think some smooth talking engineer just got upper management really drunk and convinced them it was a good idea to sink money into (with no hope of return for any of it).
