Why? The first wave of people that came here didn't bother to learn any of the various Native American languages. It's not like we have an official language here. English is the defacto standard right now for most of the country, but to assume that all immigrants (or citizens for that matter) should have to learn it is bigoted. Plenty of people get by just fine living in places where English isn't the most popular language.
What I think you meant to say is "People that get a job dealing with predominantly English speaking people should know English themselves as it's part of the job requirement."
