I wouldn't know for sure because I don't get tickets for speeding --

-- (or, I should say, I haven't for many years); but, I thought the reason they Cite you for a lower speed than what their radar picked up, was to help you avoid 'points' on your driving record, which in turn increases your insurance rates, along with a blacker mark on your record. That, and maybe so they won't have a fight in court about the accuracy of their radar measurement.
