Default Trouble Finding Tires

Hey guys its been a while.

So the tires on my car definitely are not going to be sufficient this winter. They are low on tread and I have to commute from the lake to Reno twice a week. I have been trying to find a set of replacements by discount tire and tire rack don't have any of the sizes I have looked for.

The stock size is 165/80r13 I couldn't stop laughing when I read it either. So I have two options replacement in the stock size on the stock steelies OR I have a set of American Racing Estrella 16x7 et 48(IIRC on the offset) that would at least look a little better that I would like to use. However looking for tires for those wheels and my car hasn't been successful either. The size for those that I have been looking for was a 185/50r16...

So the real question(s) is:
A) Where can I find tires for a decent price? I don't need top of the line as I am on a college budget
AND
B) Are 185 widths even wide enough for a 7 inch wheel or am I just dreaming? Because I highly doubt i could stuff anything wider than that under there...
