Found guilty of what? Are you saying the teams are required to race? Does the FIA fine every team that decides for whatever reason, they're not going to start an event?

How about in the past when Jordan had to pull out of the season midway because they were broke? Did they get fined for missing the remaining races?

Yes, in WRC, Hyundai is in a big battle for their drop out of 2003. Its $1 million US, or $250,000 per rally they missed.

Teams sign a contract saying they will compete in every event. In fact, you can't run a factory team for points without siging the contract saying you will race every event.
