Looks like the Giken bumper... but it's really wide... so it may have been modified, or a different manufacturer's WRC replica kit.

Saw it at Rim with 19" black wheels, it's a little over the top, and the bumper has some cutouts on the trailing edge that are questionable, but it is very, very wide, and it had massive rubber (i think 275's) tucked under the fenders......
